Reciprocity

"Reciprocity" means that a registered architect in one jurisdiction can apply for registration in another jurisdiction by presenting documentation (or having NCARB process and present documentation) that the architect meets the state's registration requirements. To request transmittal of your Council Record to a particular jurisdiction in the U.S. or Canada, see "Request Transmittal" instructions.

Here is how NCARB handles requests to transfer Council Records, or "requests for transmittal":

Transmittal of a Council Record
Member boards are required to examine and maintain a record of the qualifications of each applicant for registration. To satisfy this requirement, a complete copy of an applicant's Council Record must be transmitted to a member board in support of an application for registration.
Most member boards require the Council Certificate Record as a basis for reciprocal registration. Many will not consider applicants without certification. A few may deny registration even though the application is supported by certification if the applicant has not satisfied the particular requirements of that board. Some states will accept a non-certified Council Record. (See State Board Requirements section)


As long as a Council Record or certification is current and valid, a certified copy will be sent to any member board, Canadian province or foreign registration authority upon request of the Record holder and payment of the transmittal fee. Applicants should not to send transmittal or registration fees until advised to do so by the Council office. When an application is made for the transmittal of a Certificate Record to a member board that has requirements differing from those required for Council certification, the Council will attempt to identify any such requirements that the applicant does not meet and bring them to the attention of the applicant. Individuals so notified should contact that member board directly, prior to having their Certificate Record transmitted, to determine what procedures they must follow to satisfy these requirements. The Council Record is transmitted to member boards in one of three different colored covers. These covers and their functions are as follows: · "Green Cover" indicates that the individual is applying to a member board for initial registration and has fulfilled the Council's education and training standards. It is used to transmit an individual's Record to a member board recommending that the individual be admitted to examination by the member board. The Record of an applicant who has not fulfilled the Council standards may be transmitted without recommendation. · "Blue Cover" indicates that the individual has been certified by the Council. It is used to transmit an individual's Record to a member board or foreign registration authority, recommending registration. The fee for transmitting a Council Certificate Record is $250. Additional fees or requirements are assessed by some states.

"Buff Cover" indicates that the individual has been registered by a member board but has not yet acquired the Council Certificate. It is used to transmit an individual's Record in support of an application for reciprocal registration in certain jurisdictions.
